SAMVAD is an innovative WhatsApp-based citizen service and interaction chatbot developed by the District Administrative Centre (DAC), Gangtok, to bring governance at the fingertips of citizens.

With SAMVAD, residents of Gangtok district can easily access public services, get real-time updates, and connect directly with the district administration without visiting offices physically. Designed to make governance simpler, faster, and more transparent, SAMVAD leverages WhatsApp — a familiar platform — to ensure that every citizen, from urban areas to remote villages, can engage seamlessly with the administration.
